Sustainable Urban Mobility Plan and ITS strategy for Denizli
Denizli is a growing city in Türkiye with 721.748 inhabitants. Due to population growth, urban expansion, and rising private car ownership, the city is facing increasing pressure on its mobility system. These developments have led to congestion, longer and unreliable travel times, safety concerns, and environmental challenges. To address these issues, we developed a Sustainable Urban Mobility Plan (SUMP) and an Intelligent Transport Systems (ITS) Strategy together with our joint venture partner EuroMos. This creates a clear pathway towards a more efficient, safe, and sustainable mobility system in Denizli.
Towards an integrated and future-proof mobility system
Denizli needed to move from isolated measures to a coherent mobility system. Connections between public transport, traffic management, and digital systems were limited. This made it difficult to manage mobility effectively and respond to growing demand. At the same time, decision-making was not fully supported by data and real-time insights, making evidence-based policy out of reach.
The municipality therefore defined a clear direction for the city’s mobility system, focusing on:
- Strengthening public transport and service quality;
- Creating a low car city centre and improving the public space
- Improving system management and coordination;
- Enhancing the use of data and digital technologies;
- Increasing safety, efficiency, and reliability;
- Supporting long-term sustainable mobility planning.
An integrated approach
Goudappel and EuroMos helped the municipality through a structured yet practical process, combining analysis, design, and institutional strengthening:
- Analysis: we started with a thorough analysis of existing policies, mobility data, and on-street conditions. This provided a clear understanding of current performance, bottlenecks, and opportunities.
- Integrated strategy: based on these insights, we developed a SUMP and ITS strategy based on eight ‘building blocks’ with clear priorities, measures, and a realistic roadmap for implementation.
- ITS architecture: we translated the strategy into a concrete ITS architecture, defining how data, systems, and applications interact and support decision-making.
- Co-creation: through workshops, surveys, and consultation sessions, we actively involved municipal departments, technical teams, and stakeholders. This ensured alignment, ownership, and practical relevance.
- Testing and validation: we applied transport modelling and scenario analysis to test measures and assess their impact, drawing on European best practices.
- Implementation support: finally, we supported the municipality in strengthening organisational processes, clarifying roles and responsibilities, and preparing for effective implementation.
This step-by-step approach ensures that strategy, technology, and organisation reinforce each other, resulting in solutions that are both robust and ready to deliver impact.

Results and impact
The project delivered concrete results in the form of strategies, systems, and tools:
- A well supported SUMP and ITS Strategy and Action Plan with a clear roadmap;
- A city wide ITS architecture to guide investments and integration;
- An operational Transport Management Centre for real time monitoring and control;
- Expanded passenger information systems and smart stops.
These results support better decision-making, strengthen the organisation, and improve overall mobility. Denizli now manages mobility more proactively and based on data. Coordination across departments has improved, and the municipality is better equipped to enhance public transport, accessibility, and sustainability.
