Transport and mobility plans

Transport mobility plans

How do we create sustainable urban areas? At Goudappel, we believe planning is about creating meaningful connections – between people, places and policy goals. As the Dutch market leader in transport and mobility planning, we build on a strong national tradition. In the Netherlands, high population density has long required smart, integrated mobility planning. As the country’s first traffic consultancy, Goudappel has been at the forefront of this development from the very beginning. Today, we combine this legacy with the power of our international network of local partners to deliver plans and strategies that are not only ambitious but also achievable.

Long-term vision responding to today's challenges

Mobility is never just a sectoral issue – it is integral to achieving broader societal goals such as climate action, sustainable spatial development, liveability, road safety and economic vitality. We know how to balance long-term planning with the ability to respond to today’s urgent challenges, whether policy-driven or project-based. Our experience with Sustainable Urban Mobility Plans means we can help develop strategies that are both future-proof and practical.

Local context, regional perspective

Every city, region, and neighbourhood has unique qualities and challenges. We tailor our advice to strengthen these local characteristics while ensuring integration at a regional level. With decades of experience across the Netherlands and beyond, we bring a rich pool of reference knowledge to every project.

In the last five years alone, we’ve developed more than 50 mobility plans for Dutch cities, including Rotterdam, Utrecht and Eindhoven. Internationally, we have delivered regional mobility plans for Flemish cities including Ghent, Mechelen and Aalst, as well as a strategic mobility programme for Antwerp. We have also contributed to mobility strategies and feasibility studies in the Ruhr area and Hanover, Germany. And we delivered a sustainable urban mobility plan for Düzce, Turkey. We bring a rich pool of reference knowledge and a deep understanding of demographic and spatial dynamics. This allows us to deliver more value within budget and timelines.

Building bridges

At the start of a planning process, it is not always clear which expertise will be needed along the way. With 300 specialists across a wide range of mobility disciplines, we can quickly bring together the right expertise as challenges emerge. Combined with the local knowledge of our international partners, this allows us to develop solutions that fit the local context while drawing on specialist knowledge from across our organisation. We connect policy domains, municipalities and regions, and government and communities to create plans with broad support.

The mobility transition

At the heart of our work is the shift towards sustainable and inclusive mobility. We provide guidance on promoting active mobility, reducing car dependency and supporting the rollout of new mobility solutions. We know how to design effective parking policies – one of the most powerful instruments for the mobility transition - and we advise on which interventions work best in different contexts to improve traffic safety.

People-centred solutions

Mobility is ultimately about people. That is why we always take behaviour into account in planning processes. Our in-house perception researchers specialise in measuring how people experience places, and our behavioural experts know how to create measures that gets people moving – insights we use to strengthen mobility plans.

Quantifying the impact of plans

With our expertise in transport modelling and our modelling software OmniTRANS Powered by Bentley OpenPaths, we can quantify the impact of mobility plans on accessibility, traffic flows and emissions. This provides robust evidence to support reliable, data-driven policy choices and investment decisions. Where no traffic model is available, we use alternative data sources such as GIS data and local datasets.

Monitoring and evaluation

A plan is only as good as its results. Beyond designing mobility plans, we advise on monitoring and evaluation, helping governments track effectiveness and make adjustments where needed.
