Mobility challenges differ from place to place. Governance structures, cultures, spatial patterns and travel behaviour all influence the way solutions need to be designed and implemented. At the same time, many challenges for policy makers are universal: how do we reduce congestion, improve road safety and create greener, more liveable cities? We believe that Dutch mobility expertise can make a meaningful contribution worldwide, but only when carefully embedded in the local context. That is why we work through a strong international partner network.
Dutch mobility expertise
As the Dutch market leader in mobility planning and transport modelling, Goudappel has helped shape mobility in the Netherlands. Our founder, Henk Goudappel, established the first mobility consultancy in the country, effectively creating a new professional field.
Since our founding in 1963, we have contributed to the development of internationally recognised cities such as Utrecht and The Hague, as well as to the planning of new cities such as Almere. We have also played a key role in advancing transport modelling, providing policymakers with insight into the expected effects of policies before implementation.

Inspired by the Netherlands, tailored for the world
We believe that Dutch lessons can inspire cities worldwide, but only if they are carefully embedded in the local cultural, social and institutional context. That is why we work according to the principle of local boots on the ground. We combine our integrated, people-centred approach, modelling expertise and data-driven solutions with the in-depth local knowledge of trusted partners. This way, our advice is not only technically sound, but also practical, implementable and aligned with local ambitions. Our role in international projects varies depending on our clients’ needs.

Through affiliate companies, in which we hold minority shares or operate via joint ventures, we strengthen our local presence and complement our services.
The Netherlands
In the Netherlands, Goudappel is the market leader in mobility planning and traffic modelling, advising more than 90% of Dutch governments. Together with our Dutch affiliates, we enhance and broaden our expertise:
- MAPtm: founded in 2010, MAPtm has grown to over 25 experts in traffic management, with offices in Utrecht and Haarlem.
- NDC Netherlands: established in 2016, NDC Netherlands is a joint venture between Goudappel and the UK company Nationwide Data Collection. Based in Deventer, NDC specialises in traffic and parking research and operates nationwide.
- Assets4mobility: founded in 2022 and based in Utrecht, Assets4mobility specialises in network and asset management, as well as future-proof energy and water systems.
Belgium
In Belgium, we have been involved with MINT since its founding in 2008. With over 30 experts in mobility planning and traffic modelling, and offices in Ghent and Mechelen, MINT supports regional and local authorities across Flanders. Together, we have developed Sustainable Urban Mobility Plans for the Flemish transport regions.
Italy
Since 2019, we have partnered with Città Sotto Scacco (CSS) in Italy. Based near Venice, CSS focuses on urban mobility projects for both public authorities and private clients. An example project we worked on together is a vision for the ring road of Reggio Emilia.
Turkey
Since 2025, we have operated in Turkey through EuroMos Mobility, a joint venture between Goudappel and Sistem Global, an investment and market consultancy. Based in Istanbul, EuroMos Mobility focuses on sustainable mobility projects, including transport modelling, traffic management and smart mobility solutions. Together, we developed a Sustainable Urban Mobility Plan for the city of Düzce.
Strategic collaborations
In addition to our affiliate companies, we collaborate with trusted partners worldwide, ranging from long-term structural partnerships to project-based cooperation.
European Union
Since 2024, we have delivered SUMP training and capacity building to EU Member States on behalf of the European Investment Bank.
Germany
In Germany, we collaborate with local partners on area development, cycling strategies, public transport and traffic modelling. Projects include:
- Redevelopment of an urban area in Bergedorf (Hamburg)
- A study on superblocks in Hanover
- A public transport vision for the city of Dortmund
United Kingdom
In the UK, we collaborate with several partners on local mobility challenges, including projects on Victoria Street in London or a neighbourhood plan for Amesbury.
United States
Through Mobility Flow, a joint venture between Goudappel and EV4 LLC established in 2019, we deliver urban mobility expertise in the United States together with several partners. Projects include bicycle planning initiatives in Charlotte and curb-management in Orlando.
Canada
We maintain a structural partnership with Access Planning, a Canada-based consultancy specialising in strategic and transportation planning.
International networks
Beyond our affiliate companies and partnerships, Goudappel actively participates in international networks that contribute to innovation and knowledge exchange:
- Dutch Metropolitan Innovations (DMI) ecosystem: a collaboration between governments, knowledge institutions and businesses developing new digital tools that support smart, sustainable urbanisation and mobility innovation.
- Dutch Cycling Embassy: an international network promoting Dutch cycling expertise and supporting cities worldwide in developing high-quality cycling infrastructure and policy. Together we organised several successful Think Bike-workshops in the United States.
- Association for European Transport (AET): a European network organisation for transport professionals and academics.
- RAI Automotive Industry NL: the trade association representing the Dutch automotive industry.
