All shares in Goudappel are owned by our employees, making us a 100% financially independent organization with a high level of employee engagement and commitment. Our ownership structure ensures our clients with objective, evidence-based advice.

Management

The Goudappel Group is led by an experienced management team with a strong track record across the mobility sector: 

Robert Glebbeek - Managing Director (since November 2023)
Robert studied Civil (Environmental) Engineering at Hertogenbosch University of Applied Sciences (now Avans University of Applied Sciences) and later specialized in Environmental Geochemistry at Utrecht University. He previously held positions at Tauw, Movares, and served as Director City & Environment at the international consultancy and engineering firm WSP.

Eline Devillers - Managing Director (since July 2025)
Eline studied Technology, Policy, and Management at, Bestuur and Management at Delft University of Technology. She worked at consultancy firm Ecorys for twenty years, where she held several roles including Team Manager and Partner. In 2023, she joined Goudappel to lead our Mobility & Spatial Planning team.

Luc Wismans - Director Technology & Innovation (since October 2023)
Luc obtained his PhD from the University of Twente, focusing on sustainable network-wide traffic management. He is also Associate Professor at the University of Twente.

Supervisory Board

Goudappel’s Supervisory Board provides independent oversight and strategic guidance:

Dick Hoogendoorn - Supervisory Board Member (since May 2020)
Dick studied Civil Engineering at Delft University of Technology and Business Administration at the University of Twente. He has built a distinguished career in both the public and private sector, focusing on environmental management and waste. As a consultant, he also gained extensive international experience. From 2008 until mid-2018, he served as Director of the Vereniging Afvalbedrijven (Dutch Waste Management Association).

Gerdy Harteveld - Supervisory Board Member (since September 2014)
Gerdy studied business administration and has had an extensive career in the IT sector. Between 2007 and 2012, she was Chief Engineer-Director Data & ICT and a member of the national board of Rijkswaterstaat (the executive agency of the Dutch Ministry of Infrastructure and Water Management). She also brings valuable sector insight from her various interim and senior management roles.
