Ownership and governance
Goudappel is a modern employee-owned organisation. All of our employees have a significant and meaningful stake in the company with 100% ownership of our company shares. This makes us a financially independent organisation in which employee involvement is paramount to our overall success.
This form of ownership does not include major shareholders. Job level also plays no role. Such an ownership ratio perfectly aligns with how Goudappel functions as an organisation: independent, equal, involved and focused on cooperation.
Research shows that companies with employee participation are more innovative and entrepreneurial. We ourselves see our independence, autonomy and commitment as positive consequences of our ownership. We do not have to take third party interests into account. Because ownership is spread equally across the company, our business strategy is fully focused on what binds us: offering our customers the best solutions in our field in the present and the future.
STAK
The shares of our organisation are managed by the Stichting Administratiekantoor Goudappel (STAK) foundation. The STAK board consists of an independent chairman and four employees/shareholders. All board members are elected by the shareholders.

Management
The Goudappel Group management team is formed by:
Robert Glebbeek (managing director since November 1st 2023)
After studying civil (environmental) engineering at Hogeschool 's Hertogenbosch (now Avans Hogeschool), he studied Environmental Geochemistry at the Faculty of Geosciences of Utrecht University. Robert then worked at Tauw, Movares and as director City & Environment at consulting and engineering firm WSP.
Eline Devillers (managing director since July 2025)
After twenty years at consultancy firm Ecorys - where she held various roles including teammanager and partner - she joined Goudappel in 2023. Before being appointed Director in 2025, Eline served as teammanager of the mobility & spatial team.
Luc Wismans (director Technology and Innovation since October 1st, 2023)
He received his PhD from the University of Twente on the topic of sustainable network-wide traffic management and co-founded Dat.mobility within Goudappel. In addition, Luc is associate professor at the University of Twente.

Supervisory Board
Since July 1th 2020, our Supervisory Board has consisted of Mr. Dick Hoogendoorn and Ms. Gerdy Harteveld.
Dick Hoogendoorn studied Civil Engineering at Delft University of Technology (TU Delft) and Business Administration at the University of Twente. He has a long career behind him, working for both the Dutch government and the business community, with a focus on the environment and waste. As a consultant, he has gained many years of experience abroad. In his previous role, he served as the director of the Dutch Waste Management Association from 2008 to mid-2018. He has been a supervisory director at Goudappel Group since May 1th 2020.
Gerdy Harteveld studied Business Administration and has a long career in the IT sector. From 2007 to 2012 she was, among other professional positions, Chief Engineer Director Data & ICT and a member of the national board of Rijkswaterstaat (Directorate-General for Public Works and Water Managment). Gerdy is well-versed in the field of mobility planning because of previous interim and management positions at for example PinkRoccade and Rabobank. Since September 2014, she has held the role of Supervisory Director of Goudappel Group.
